Announcement of the Ministry of Culture
on the Designation of Intellectual Cultural Heritage Year 2009
Presently, it is evidenced that intellectual cultural heritage is gradually threatened by various factors, for example, globalization,
right infringements and violation, misuse, inappropriation, and lack of respect for traditional culture itself or for the individuals or
communities that are the owner of the cultural heritage. The factors also include social, cultural and environmental changes,
disproportionate growth and upsurge of industrialization, tourism, and rural immigration etc. These changing contexts adversely affect
practitioners and the transmission of intellectual cultural heritage, particularly the fast disappearing of traditional performance and
craftsmanship.
The Ministry of Culture, therefore, has initiated the designation of intellectual cultural heritage, the objectives of which are to
raise the awareness in the importance of inherited intellectuals, to promote cultural dignity and identity among several ethic groups in
the country, to serve as the key testimony of ownership of the intellectual cultural heritage found in the kingdom, including to keep up
with the global dynamism and trend in safeguarding intellectual cultural heritage. This will pave the way for further systemic and
sustainable conservation, creation, development and transmission of intellectual cultural heritage.
